No, it's not a living creature.
It sounds that the lid/opening of the tube or bottle was exposed to some substance, that caused the lid/opening of the tube/bottle to stick together, and it's gone hard.
I don't know if trying to rinse it under hot water, will help to open the lid?
Otherwise it looks as though, you'll need to buy/purchase a replacement tube/bottle.
