It' is probably a legal measure. Yes there are morons out there and many more people who want to sue people when they get the chance. I would not doubt there could be an idiot someday with a lawsuit because he got shampoo in his eyes and caused damage, much like the idiots suing McDonalds for making them fat.
so stupid people follow the directions and end up using more than they need, thus making them buy more shampoo faster, thus making the company more money.
